a night long wait

morning i get up waiting
night i go to bed with a hope
the melody of biraha from the far away construction sites
my eyes and ears are wide open
from the city comes biraha and from the sea cry of dead travelers
i wonder how my wait is different from others
nights are long and endless for all

Ravi Sundaram: Pirate Modernity: Delhi's Media Urbanism

Pirate Modernity: Delhi's Media Urbanism,
Routledge, London and Delhi. 2010

Few years back, i read a chapter draft of Pirate modernity by Ravi S. This was on accident something so obvious, so routine yet definitional in the life of a city. Yet, accident finds its place more in the fiction and cinema and has not been seriously engaged in academic writings on the city. Speed, shocks and the dreadful encounters of unexpected all are foundational to the modernity. In the case of delhi, these come alive with various markers such as red line buses and visually thick newspaper coverage of road accidents to name a few. Ravi has looked at all these and much more to present the uncanny everyday.
Looking Forward to read Pirate Modernity.

on the history of flags

The history of the national flag in India

"Gandhi’s charkha goes hi-fi!"

NEW DELHI, Nov 25: Light, action and entertainment! The hand-cranked spinning wheel, popularised by the father of the nation Mahatma Gandhi, has now been given an electronic tweak to transform it into a hi-tech gadget that not only produces yarn but also light a bulb on demand and is can even power a transistor radio.

Called the 'e-charkha,' the invention by a Bangalore-based engineer is an ordinary charkha fitted with a battery and connected to a LED light. The energy produced by the charkha while it is being spun is used to charge the battery attached to the bottom of the spinning wheel and the power thus generated can power up a LED light used in home lamps.

The maintenance-free lead battery fixed to the charkha functions as an inverter, and charges itself from the energy generated when the charkha is spun.

"The big spinning wheel is connected to a generator and using the charkha for approximately two hours can generate enough power to light up an LED bulb, or to play a small transistor radio for around 6 to 7 hours," says Hiremath, an engineer who has patented the invention.

Launched formally by the President, Pratibha Devisingh Patil at the function in the capital recently the gadget has won approval of the Khadi and Village Industries Commission, which is planning to induct two lakh pieces across Khadhi weaving centres across the county.

The engineer, whose company Flexitron, has patented the invention says, "In remote areas of the country, uninterrupted and regular electricity is still a dream. The charkhas will help boost the income of the weavers in rural and far-flung areas as well as break the monotony that they are accustomed to. They can listen to the radio while they spin." (PTI)

contemporary Maoism and the question of choice

yesterday i was watching NDTV and Times Now's debates on recent killing of policemen by Maoists. It was irritating yet interesting to see how after each episode of such mass killings news anchor conduct the debate in similar fashion. In the panel on both the channels one common presence was of Dilip Simion. On Times Now, Kumar sanjay singh and Manoranjan Mohanti both spoke well but they were clearly lacking the smartness that was required in such tv debates. Dilip Simion was impressive and knew how to forcefully convince the anchor. I saw him on the tv second time. On both occasions he condemned any kinds of violence something that hs become the catchphrase of middle class intellectuals. One cant question this stand. However, the problem lies in the fact that this is nothing but another utopian rhetoric. We all kow that neither state nor anti-state forces(most of them) can adopt non-violence techniques. yet, we speak in the language of non-violence. Are we condemned to repeat this language because we love human life. We love non-violence as political strategy or way of life. But, is it not a ritual to repeat this language? are we not condemned to do so? This leads to the question of choice. rather the language of choice.
While panelists were speaking the NDTV displaced a map of ''red corridor'' and quickly the very large portion of indian map was coloured in red. Is this struggle really against the state or is it against government? Looking at it in historical terms we may draw similar maps and colour red may bear similar spread no matter which historical juncture we may place the map. The only difference ( and which may be a crucial one) would be in the definitions of state and anti-state actors at different historical contexts.
In a human society, non violence is highest form of desire the question is what kind of pragmatic moves should we make to achieve this desire even partially. We also need to ask whether non-violence is a viable choice in non-peasant societies? Similarly, governance do need exercise of power, authority and violence.

what is happening in Bihar?

Since the coming up of the Nitish Kumar's government in Bihar there has been an upsurge of newspaper articles reflecting, criticizing or eulogizing the achievements of the new government. Authors choose one set of data, their own set of data to make claims or counter claims. This is not to say that i expect an objective and complete assessment of contemporary situation. I believe that is not possible. But, i try and think what these feel good story do for a reader or to put the question differently what happens when we read a very critical piece thrashing governmental claims? Frankly, I do not have any answer. I continue to read both kinds of stories to grapple what is happening in Bihar. Find below an interesting contribution in the series.

Bihar, a growth story
Raj Kumar, TNN, 10 January 2010, 12:13am
Roads “as smooth as Hema Malini’s cheeks” was a promise that Lalu Yadav had once given to the people of Bihar. Ironically, it is his rival Nitish Kumar who seems to be delivering on that front. Despite three years of floods followed by a year of drought, ‘backward and benighted’ Bihar reports a miraculous figure: 11% GDP growth, second only to Gujarat. The state’s economy has never grown so fast so consistently as it has since 2004-2005. A few pointers on what’s going right in Bihar:

* Getting anywhere in Bihar has always been an exercise in endurance. But that’s changing. More than 6,800 km of roads have been relaid and 1,600 bridges and culverts constructed in the last four years. Journey time in India’s 12th largest state, sprawling over 94,163 sq km, has been cut by half today in many places. Now, most of the state’s 38 districts — from northernmost West Champaran to Kaimur on the western end — are a drive of six hours or less from Patna.

* Automobile sales in the state grew 45% in 2009, at a time when sales had dipped 20-25% in several other states during the economic slowdown. Is this buying spree an indication that a section of Biharis have more money to splurge than they did earlier? “A few people had money earlier too, but they didn’t flaunt it for fear of attracting extortionists and kidnappers,” says Ranjit Singh, director of a high-end Patna hotel. That fear may have evaporated now.

* Only 317 kidnappings for ransom were reported during the last four years as against 1,393 during the previous four. The kidnapping industry has clearly fallen on hard times. One indication of this is that doctors no longer refuse to go to patients’ homes on emergency calls. “Today you can see boards at clinics saying we go on calls,” says Dr Amulya Kumar Singh, who runs a nursing home in Patna.

* Most of Bihar’s infamous dons are behind bars. That includes Mohd Shahabuddin, the former RJD MP who had once gone live on TV, daring the state police chief to arrest him. Things are a little different now. A ruling JD(U) MLA, Sunil Pandey, attempted an encore of sorts in early 2006 when he brandished a revolver and talked murder on TV. But Pandey found himself behind bars within no time. Speedy trials have ensured a total of 38,824 convictions between 2006 and September 2009.The convicts included dons and their henchmen.

* Gun-toting strongmen are no longer a common sight on the streets of Bihar. Policemen patrol them now. And places like Siwan, where Shahabuddin once held sway, do not get deserted after dusk.

This improvement has shown results. Malls, shops and private educational institutions are coming up. So are mobile service providers and banking firms. It’s boom time for real estate with apartment buildings coming up all around. “That’s because even non-Biharis for a change want to have a foot in Bihar which has become a better place to live in,” says economist Shaibal Gupta of the Asian Development Research Institute. Adds Faizal Alam of Kalyanpur Cements, “Cement inflow to the state went up 18% to 51 lakh tonnes in 2008-09.” That’s an indicator of the construction boom.

Ironically, this economic growth has happened without any worthwhile contribution from the manufacturing sector. The state’s economy is growing because of a boom in agriculture and services sectors. “It’s government-induced growth,” admits Bihar Industries Association (BIA) president S P Sinha. According to former BIA president K P S Keshri, private investments in the manufacturing sector have been as little as Rs 1,500 crore during the last four years.

Many attribute the growth to the fact that the flow of Central funds to states has increased manifold in recent years. In the case of Bihar, it went up from Rs 37,341 crore during the five-year period 2000-2005 to Rs 55,459 crore during the next three years. But equally importantly, the funds are now getting better utilized than during the Lalu-Rabri regime when large chunks remained unspent. Also, adds Gupta, the state made concerted efforts to mobilise internal resources with its own revenue collection going up from Rs 2,919 crore in 2003-04 to Rs 5,256 crore in 2008-09.

The flip side is that much of this growth does not get reflected in social indicators which remain abysmal. But, as Gupta says, it would be unrealistic for anyone to “expect the moon” at this stage. “Right now the fundamentals are getting corrected and therefore you can find mostly infrastructural indicators of growth; one will have to wait for social indicators to become visible,” he says.

While contractors and realtors stand to gain, more than half the state’s 8.2 crore people — 1.25 crore families — still live below the poverty line. For these families to prosper, Bihar desperately needs huge investments and more growth. The State Investment Promotion Board, formed by the Nitish government, has received proposals worth Rs 96,000 crore. But most of them, especially the major ones, remain on paper as Central rules prove a stumbling block. For instance, thermal power plants cannot come up in Bihar because the Centre has so far refused to provide coal linkages to ensure regular supplies to any such new plant.

Also, Bihar has a lot of catching up to do with the rest of India. “There cannot be any comparison between Gujarat and Bihar, both of which reportedly grew by over 11%; since our base is low, even a small investment results in impressive growth in percentage,” Gupta points out. State officials admit that crucial sectors like health are still sick with meagre resources in comparison to other states.

From its bleak past, Bihar may be finally moving towards a brighter future, but the common Bihari is not patting himself just yet. Maybe he is still waiting for this high growth to translate into better food on his table and more money in his pocket.

For some strange and yet so unknown reasons, I do not have liking for British company paintings. Despite the fact that for quite some time, I have been working in the field of colonial and post-colonial history and have rather focused on the history of visuality in this phase, this disliking or lack of attraction is further more surprising. yet, today when i came across this panoramic image of Surat I feel tempted to share it with with you.Like the previous image, this one too is from British Library along with the following description.
http://www.bl.uk/onlinegallery/onlineex/apac/other/019pzz000001158u00000000.html

Coloured aquatint of a panorama of Surat in three parts by Alfred Robert Freebairn (1794-1846) after Thomas Postans and dated 1830. Situated on a bend in the river Tapti, Surat was an important Mughal trading port from the late 16th to the late 18th centuries. In 1615 Sir Thomas Roe successfully negotiated a treaty in order to set up English Factories at Surat and other suitable sites. Dutch, Portuguese and French merchants were also permitted to trade in Surat during the 17th and 18th centuries but by the late 18th century the British had complete control of the port. In 1837, due to fire and floods, the town's trading base declined significantly and many Parsi and Jain merchants moved their businesses to Bombay which later surpassed Surat as the west coast's premier port. More recently Surat has become well-known for cutting diamonds as well as manufacturing textiles and chemicals.

Photograph of the tomb of the Dutch Governor Baron Adriaan van Reede at Surat in Gujarat from the 'Album of architectural and topographical views, mostly in South Asia' taken by an unknown photographer in 1895. Surat was an important Mughal trading port. The English, Dutch, Portuguese and French were permitted to trade here in the seventeenth century. Adriaan van Reede tot Drakenstein (1636-1691) wrote a work on plant species called the "Hortus Malabaricus" which was published in 12 volumes in Amsterdam from 1686-1703. Van Reede, who was the son of a Dutch forester, enlisted the help of the local community of tree-tappers and ayurvedic medical practioners who had specific knowledge of plant species. This view of his tomb in the Dutch Cemetery shows an double cupola with open arcades. On ground level, the arcade is supported by columns.

Public Life of History

Recently I came across "Public Life of History", an issue of the journal Public Culture guest edited by Dipesh Chakrabarty, Ben Attwood and Claudio Lomnitz. In the core of the discussion lies an anxiety on the status of disciplinary history in the wider intellectual setting. How to understand the practice of history in changing multicultural milieu. This broad concern has been further focused by looking at the politics of multi-cultural society around the question of identity and the demands of an academic discipline that claims its lineages in endeavours to unravel universal truth in scientific manner. Dipesh Chakrabarty following insights from Charles Tyler propounds the notion of historical wound and distinguishes it from the historical truth. http://publicculture.org/articles/view/20/1/the-public-life-of-history
In his own article, he looks at the history of the discipline of history in India and its relation with the identity politics (primarily non-Brahman in the case of Maharashtra and dalit bahujan in north Indian context). Entire issue is quite provocative and insightful. There are various threads that I wish to take up but not now. For those interested in Indian history articles by Dipesh and Neeladri Bhattacharya( he is not a prolific writer so this piece is doubly significant) are important contributions.   All the articles including introduction can be downloaded.

a poem By Prof. Biswaroop Das

FOR SADAN

You may just be in search for words,
But here I can't even locate the letters.
Trapped and hung on inverted commas,
Texts around me are all in fetters.

Lonely they yell, and swell as they please,
Some just gang up only to tease.
Few skip and jump through the tightened noose,
And the rest hang safely, always loose.

Texts get hijacked by cooked up stories,
Shaped and spiced up by many chefs.
Words and letters look pale and grave,
and crawl all over to work as slaves.

Wish you could search for those lost words,
And I could locate the letters in odds.
To weave and shape a good new text,
Put to the world, and work for the next.

words betray me

words betray me.
one by one,
slowly,
letters fade and disappear,
leaving but a trail
vast and scattered and empty,
filled with surreptitious details,
codes in mysterious fonts and colours,
they call mind boggling.
i restlessly shift my body,
leaving pages blank

Pratilipi Questionnaire

Following is my response to a questionnaire on issues related to terrorism. This is from anniversary issue of a bilingual online journal pratilipi.

1. Have you ever felt ‘terrorized’ by something? Have you ever told / described it to someone? Has it found an expression in your work?

sadan:
My immediate response to the first part of the question was ‘yes’. However, on a second thought, I take a pause. I begin excavating my own experiences. Nightmares of my childhood days and moments of agony immediately come to my mind. A group of dacoits are following me and I am unable to run. They are coming close…and close… the night before those school exams or preparing to face authority with a deep down realization of committing grave wrong, crimes during those early days.

Sharing was not an issue then. Now when I revisit those experiences, they appear banal, everyday life. I question again, are they same — terror and fear? Are they twins? They are inseparable, yet not identical.

Terror has definite political underpinnings. It engulfs or even comes from everything that we own and witness today in our everyday life. But, this everyday-ness has to be distinguished from the moments of the ordinary-ness that I mentioned earlier. Nightmares and facing the authority both can be examples of terror. Yet, the fear of getting scolded in the school or from parents is different from seeing media images of shooting in a non-descript US school premises. The figures like decoits and terrorists though share anti-establishment agenda differ in the sense of their orientation towards desired objectives, their own self image and most crucially in terms of their positioning vis a vis the institution of the state.

To bring together these figures-dakoits and the terrorist may be an act of over simplification but similar argument (albeit in different mold) can be made when we bring traumatic experiences of Partition violence of 1946-50 or from German Holocaust, communal riots or for that matter similar episodes of mass violence along with terrorist attacks of 1980s or of recent origins. The context is different, manifestation is changed and the ramification is at a different terrain.

The second part of the question though posed in the limited sense of telling, expressing experiences of terror actually opens up a much difficult zone of experience that is about sharing. The flip side of the mentioned question is have you listened, shared traumatic part of some one’s life? Sharing has therapeutic potential in both modern modes like psychoanalysis as well as in a number of non-modern practices oriented to share the experiences of another (person’s) body. In modernity, we reduce this engagement in binary terms-a relation between the victim and the perpetrator, between the patient and the doctor/therapist, nature and development, authority and liberation. What about the cultural context of sharing and listening and expressing what body undergoes during episodic outbursts of mass violence?

I am more interested to understand these aspects of sharing to be more precise cultures of listening. However, the key question, here, would not be to develop a scientific language to resolve the complexities inherent in regimes of experiencing and listening narratives of mass violence but to unpack the very category of experience itself. To begin with the need is to rescue experience from the science on the one hand and from poetry on the other extreme. The usual disclaimers must not be avoided-the act of rescue is only a first step and not an end; this rescue operation must not be at the cost of making science and poetry redundant.

2. At a psychological / aesthetic / philosophical level, can terror be ‘represented’ in art? Would you like to name certain works (art/writing) in which it has been done effectively?

Sadan:
There has been a very long debate on representing mass violence. To those familiar with the discourse on Holocaust, this is not a new topic. Yet, this is not a saturated discourse at all. The question on the one hand addresses complexities constituting the concept of representation and its ability re-present a subject. The apprehensions often come shrouded in the language of positivism - in terms of authentic presentation, miss-representation, full-presentation and so on and so forth. On the other hand, we have the subject of mass-violence and the form in which events and experiences related to it can be expressed. In recent years, Giorgio Agamben has been offering us insights to go beyond this binary and stretch the equation between representation and extreme and unique experiences of mass-violence. He argues that the language is the only means to express extreme experiences of violence. There is no escape from language (language here is not one specific linguistic system). On the other hand, language becomes incapable to express/represent certain extreme forms of brutality/trauma and we come across representations that redefine the limits of human language. This engagement with the boundary I believe is the need of the hour.

3. Which would you consider to be the most terrorizing moment / event / ideology you have known?

Sadan:
Twentieth century has been a century of mass violence. It is very difficult to take out a single event. We have state sponsored terrorism (totalitarian regimes are known and well documented for this part) to terrorism along ethnic and racial lines (ranging from east-Europe to western Africa to Middle East to name a few). Other forms of mass violence, if included in this list, would lead us to systematic erasure of cultural memories, civilizational underbellies and physical traces by state-sponsored mega development projects. A majority of such episodes are not even documented. In terms of

ideology, I fear totalitarianism (ranging from communism to fascism to Islamic and Hindu fundamentalism) the most.

4. How do you respond to the rhetoric of terror(ism) in mainstream media and politics?

Sadan:
Gradually the space of critical self-reflection is disappearing from mainstream media. Here, I presume a distinction between self-reflection and critical self-reflection. People are questioning media-bombardment of images, the manner in which specific events are covered in media. But, these criticism remain merely at the level of self-reflection without addressing the deeper questions related to the act. In another word, the mainstream media’s own criticism remains caught up within the singular equation between truth and ethics.

5. Have the (serial) blasts around made you feel insecure?

Sadan:
Insecure? No. But, it is pushing the environment towards more rigid/determined notions of self-hood and less to fragile, not so formulated and wandering personality.
